All AT&T iPhone 4 pre-orders to be black?

AT&T will only be offering black iPhone 4s at launch, and when it begins taking pre-orders tomorrow, a leaked memo suggests. The document mentions just two iPhone 4 SKUs for the above timeframes, differentiated by 16 or 32GB of storage. The $99 iPhone 3GS option -- scaled down to 8GB -- is mentioned as being permanently restricted to black.
White iPhone 4s are currently only listed as being available "later this summer," meaning that they could be shipped as far away as August or September. Why AT&T would restrict color options initially is unknown, though supply shortages with the white models are a possible explanation. There is no word on whether other iPhone vendors, including Apple itself, might have limited quantities of white.

new "upgrader question"
I paid outright for my 3GS last time, so I just ordered from Apple direct. So the question is, to get the upgrade price (I'm eligible), do I have to order from AT&T? I'm starting to think their servers aren't up to the challenge.
